The 2003 American
Association for the Advancement of Science (AAAS) election of general and
section officers will be held in September, 2003. Stanley M. Lemon, Dean
of Medicine and Professor in the Departments of Microbiology & Immunology
and Internal Medicine, is one of the candidates for Chair-elect of the
AAAS Medical Sciences Section. The AAAS, publisher of Science, is
the world’s largest general scientific society with nearly 140,000
individual and institutional members and 272 affiliates, and serves 10
million scientists in fields ranging from plant biology to dentistry.

Shawn D.
Newlands, M.D., Ph.D., M.B.A., Associate Professor within the Department
of Otolaryngology, has accepted an offer to become Chair of the Department
of Otolaryngology. Dr. Newlands received his M.D. degree and Ph.D. degree
in Neuroscience from The University of Texas Medical Branch as one of the
first graduates from the combined degree MD/PhD Program. He completed an
internship in General Surgery at Virginia-Mason Medical Center in Seattle,
Washington, followed by a residency in Otolaryngology and one year on the
faculty at the University of Washington in Seattle. Dr. Newlands then
served on the faculty at the University of Mississippi Medical Center for
three years. In 1999, he was recruited to UTMB, and, in 2002, received
his Masters in Business Administration from The University of Texas at
Austin. Dr. Newlands is a superbly trained clinician who possesses a
wealth of talents as a physician-scientist, administrator and educator.
Dr. Newlands will
assume these new administrative responsibilities from Dr. Byron J. Bailey,
who will be stepping down from this leadership role after serving for 35
years in this capacity. Dr. Bailey’s dedication to excellence in clinical
care, education, and research is the foundation upon which he developed
one of the most outstanding departments of Otolaryngology in the United
States. In his new role, Dr. Newlands will carry on this tradition of
excellence.
Dr. Newlands will
also assume the role of Medical Director of the Otolaryngology Clinics, a
position previously held by Dr. Arun Gadre.

James R. Halpert,
Ph.D. has been appointed as Interim Director of the Sealy Center for
Environmental Health and Medicine (SCEHM) effective 1 August, 2003. Dr.
Halpert joined the faculty of The University of Texas Medical Branch in
1998 as Professor and Chair, Department of Pharmacology and Toxicology,
and in 2001
was named
holder of The Chauncey Leake Distinguished Professorship in Pharmacology.
His
leadership has strengthened and enhanced the academic and research
missions of the School of Medicine, and he brings to this interim
appointment a strong commitment and considerable experience in
environmental sciences.
Dr. Halpert
assumes this responsibility from Dr. R. Stephen Lloyd, who held this
position since the inception of the Center in 2000. Under Dr. Lloyd’s
leadership, the Center has flourished and supported the creation of
several key core laboratories that are now available to UTMB faculty in
all fields of research.

Deborah Payne, Ph.D., CLSp (MB), CLDir (NCA), Associate Professor,
Department of Pathology, and Director of the Division of Molecular
Diagnostics, was chosen to serve on the Laboratory Medicine Practice
Guidelines (LMPG) Organizing Committee to establish clinical guidelines
for pharmacogenomic testing. The National Academy of Clinical
Biochemistry (NACB) publishes Laboratory Medicine Practice Guidelines for
the application of clinical biochemistry to medical diagnosis and therapy
and prepares laboratory medicine consensus documents. The last 10 of
these documents have made considerable contributions to the practice of
clinical and laboratory medicine. The objective in the particular case of
this upcoming LMPG on pharmacogenomics (PG) is to reach consensus on
defining the direction that future work on PG should take in selected
areas relative to its application to medical practice and also to set
criteria by which to gauge acceptability and practical applications of PG.

The Division of
Molecular Pathology of the American Association for Clinical Chemistry (AACC),
under the direction of its chair, Dr. Deborah Payne, received the AACC Networking
Award at the 2003 Annual Meeting. The Division received this award as a
result of its sponsorship and collaboration with the Divisions of
Management Science, Immunology, Maternal Fetal and Pediatric Health,
Critical and Point of Care Testing, as well as with Therapeutic Drug
Monitoring and Pharmacogenomics on numerous seminars, educational programs
and travel grants throughout 2003. The AACC is one of the largest
laboratory medicine organizations with affiliates in over 100 countries, a
membership of over 7000, and attendance of its annual meeting approaching
19,000 participants. Dr. Payne represented the AACC at the Secretary of
Health and Human Services Tommy Thompson's roundtable discussion on
federal issues involving molecular diagnostic testing. She also
coauthored a rebuttal letter from the AACC to the third party payer
Trailblazer that was pivotal in reversing Trailblazer's decision to not
reimburse for molecular diagnostic tests. As a leader in diagnostic
molecular pathology, she also has provided input on several FDA-Guidance
documents/drafts on Multiplex Testing for Molecular Tests and Analyte
Specific Reagents.

Studies have
shown that many biomedical professionals and policy makers learn about new
research reports first in the mass media and only then read the journal
article. If your paper from a high-impact or other journal is
newsworthy—i.e., has implications for curing a dread disease or changing
the way the society thinks about subjects ranging from aging to sunburn to
West Nile Virus or otherwise commands the public’s interest—please let
Research Communications in Public Affairs know so it can get the word out.
And please do so at least a month before publication. Passing on the news
and the manuscript when it is accepted isn’t too soon (you can supply the
final edit later).
The news media is
most inclined to run stories based on journal articles on the day the
study appears. It works best to give trusted reporters embargoed copies of
the release and manuscript a week before publication so they can interview
the authors and other experts in the field and write comprehensive stories
that will appear on the publication day. Preparing news releases or
advisories and planning a strategy to get the word out may take the better
part of a month, thanks to competing demands on staff time.

Our institution
has been invited to submit one nomination for The Pew Scholars Program in
the Biomedical Sciences for 2004 which is sponsored by The Pew Charitable
Trusts. The award is intended to support young investigators who
demonstrate outstanding promise in basic and clinical sciences relevant to
the advancement of human health. Each Scholar will receive $60,000 in
support each year for four years. Qualifications for the Program may be
found at:

Scholars may not
simultaneously be supported by similar private scholar awards during the
first two years of the Pew Scholarship. These awards include but are not
limited to those of Searle, Merck, Burroughs-Wellcome, Keck, McKnight,
Klingenstein, Packard, Howard Hughes, Culpeper and Beckman. Additional

selection committee will review applications. If you are or know of
someone who would be interested in applying for this program, please

The NIH announces the opening
of the following five Loan Repayment Programs (LRPs). The online
applications for these programs are now available and the application
closing date is December 31, 2003.
* Clinical Research Loan
Repayment Program;
* Pediatric Research Loan
Repayment Program;
* Contraception and
Infertility Research Loan Repayment Program;
* Clinical Research for
Individuals from Disadvantaged Backgrounds Loan Repayment Program; and
* Health Disparities Research
Loan Repayment Program.
An important change from the
first year of the Loan Repayment Program is that eligibility is no longer
restricted to NIH grantees. Applicants must have a doctoral-level degree,
commit 50% or more of their time to nonprofit- or government-funded
research, have educational debt equaling at least 20% of their
institutional base salary, and be U.S. citizens, permanent residents, or
U.S. nationals. The NIH LRPs provide for the repayment of up to $35,000 a
year of qualified educational debt and coverage for federal and state tax
liabilities.

11. NEXT ADVANCED FACILITATOR TRAINING WORKSHOP BEGINS
SEPTEMBER 24TH
The Offices of the Assistant Dean for Educational Affairs
and Educational Development are continuing to offer 1/2 day workshops for
those faculty members who desire improvement of their problem-based
teaching skills and assessment. The next workshop is scheduled for
Wednesday, September 24, 2003 from 8:00 AM - 1:00 PM in Room 1.102, first
floor of the Mary Moody Northen Pavilion.
Faculty who
will be tutoring in the Integrated Medical Curriculum and have completed
the Introductory Facilitator Training are strongly encouraged to attend.
This advanced training program assists faculty to foster positive student
development as role-models for effective group process, while developing
an esprit de corps among faculty colleagues. Experienced facilitators
will achieve enhanced skills in feedback and evaluation of student
performance.

PROGRAM TO HIGHLIGHT
CONTRIBUTIONS OF WOMEN IN MEDICINE
The American Medical Women's
Association (AMWA) is working with the National Library of Medicine and
Members of Congress in order to highlight the contributions of women in
medicine. One part of the initiative involves Members of Congress
nominating three women in medicine from their state or district who are
deserving of special recognition for their outstanding contributions to
medicine. AMWA is urging interested individuals to contact their
Representatives to help them identify women from their state that should
be recognized and provide a brief letter of support stating why they
believe the nominee is worthy of recognition. The criteria for nomination
and additional information are available at

FOR NOMINATIONS – GENERAL MOTORS CANCER RESEARCH FOUNDATION:
The General
Motors Cancer Research Foundation has a call for nominations for three
prizes: The Charles F. Kettering Prize is awarded for the most
outstanding recent contribution to the diagnosis or treatment of cancer.
The Charles S. Mott Prize is awarded for the most outstanding
recent contribution related to the cause or prevention of cancer. The
Alfred P. Sloan, Jr., Prize is awarded for the most outstanding recent
basic science contribution to cancer research. Each prize consists of a
gold medal and $250,000. The prizes are given annually. The deadline to

NOMINATIONS – THE BRESSLER PRIZE IN VISION SCIENCE 2004
The Alfred
W. Bressler Prize in Vision Science is open to all professionals in the
field of vision science who have published research or clinical work that
has contributed significantly to the advancement of vision care, the
treatment of eye disease or the rehabilitation of people with vision
impairment or blindness. Candidates from the U.S. and countries around
the world are eligible for the award. Nominations and all supporting
documents must be emailed no later than October 15th, 2003:
