Michael
A. Ainsworth, M.D., Associate Professor, Internal Medicine, has been
appointed as Associate Dean for Regional Medical Education and Director
of Clinical Assessment & Professional Development
Dr.
Ainsworth received his M.D. from UTMB, where he completed his residency
in Internal Medicine and served as Chief Resident. He completed
additional training in the Department of Internal Medicine and the Office of Medical Education
Research and Development at Michigan State University. Dr Ainsworth
has been a member of the UTMB faculty since 1984, serving as Course
Director of the Internal Medicine Third Year Clerkship, Associate
Program Director of the Internal Medicine Residency Program, Mentor of
the Interactive Learning Track, and Assistant Dean for
Educational Affairs. Dr. Ainsworth has served on several committees of
the National Board of Medical Examiners and is nationally recognized for
his activities in the assessment of medical students’ knowledge and
clinical skills.
In
his new role as Associate Dean for Regional Medical Education, Dr.
Ainsworth will coordinate and develop clinical educational activities in
Austin and other community-based sites. As Director of Clinical
Assessment & Professional Development, he will oversee the
development and assessment of students’ clinical competencies and work
to establish systems for monitoring professionalism among
students

3.
CHANGE IN GCRC LEADERSHIP
Dr.
Walter J. Meyer has resigned his role as Program Director of the General
Clinical Research Center (GCRC). Dr.
Karl E. Anderson, Associate Program Director of the GCRC, has agreed to
serve as Acting Program Director, until such time that the GCRC Advisory
Committee is able to convene to discuss both the interim and long-term
leadership of the GCRC. The GCRC is now in its 40th consecutive year of
NIH funding, and provides valuable support for clinical investigation.

As
part of the reorganization of the UTMB Clinics, Barbara L. Thompson,
M.D., has assumed the responsibilities of Hospital Clinics Medical
Director and Assistant Dean for Faculty Practice on an interim basis,
effective February 1, 2002. In
this capacity, she will be responsible for the medical direction of the
UTMB clinics, reporting both to Dr. Karen Sexton as COO of the
Hospitals, and to the Dean of Medicine on behalf of the Faculty
Practice. Dr. Thompson is the Sealy Hutchings and Lucille Wright
Hutchings Professor and Chair of the Department of Family Medicine. Her
longstanding interest in and dedication to patient access, and her past
experience with management of clinic operations will ensure that UTMB
physicians continue to have an effective voice in decisions related to
clinic operations, including questions of resource allocations.

Martha
A. Hargraves, Ph.D., Associate Professor, Department of Obstetrics &
Gynecology and Director of the Health Policy & Health Services
Research Division, has been appointed by the Governor to the Health
Disparities Task Force for the State of Texas.
The task force is charged with working to eliminate health and
health access disparities in Texas.
The other two appointments to the task force are:
Richard Bartlett, M.D. of Crane, Texas, a private physician
working in a west Texas medically underserved rural community, and Adela
Valdez, M.D., Regional Academic Health Center Coordinator and Assistant
Dean for Valley Baptist Medical Center in Harlingen.
Through her efforts, Dr. Hargraves has become an advocate
in preparing academic medical centers to respond to the changing
demographics of the country and in health care
access, especially for the underserved populations with health
disparity.

B.
Mark Evers, M.D., Professor, Department of Surgery, recently was elected
to the American Society of Clinical Investigation (ASCI). The ASCI, comprised of about 2,600 physician-scientists from
all medical specialties, is dedicated to the advancement of research for
improving the treatment of human diseases.
Membership is very competitive and members are elected to the
Society for their significant research accomplishments.

Ann
W. Frye, Ph.D., Associate Director, Office of Educational Development,
has been elected as Chair of the Generalists in Medical Education for
2002-2003. The
Generalists in Medical Education are committed to improving medical
education and enhancing professional growth by coming together as a
group to exchange skills, knowledge, and ideas.
Members represent educators with an area of expertise and
interest that includes curriculum design and instructional development;
testing and evaluation; faculty development; student support;
educational research; grant writing; educational leadership; and
organizational development.

Dean
Lemon and his administrative staff presented the "State of the
School" at the Faculty of Medicine Meeting held on February 11th.
SOM administration discussed current projects as well as future
plans and goals. This
special meeting, an important communication tool, marks the start of an
annual event. In addition,
45 new faculty were introduced at the meeting and honored at a welcoming
reception immediately following the meeting.
These receptions are held twice a year as an opportunity for our
new faculty members to meet the UTMB community.

Applications
are now being accepted for the Presidential Faculty Development
Leaves Program. The
purpose of this program is to further the academic careers of faculty
members and enhance their abilities to contribute to the diverse
missions of the university. Faculty who are selected will receive support for their
salary and benefits for a six month, on or off-campus faculty
development leave. Leaves
can begin on July 1, 2002, and must be completed within the subsequent
18 months. To be eligible,
a faculty member must be full-time, tenure-track with rank of associate
professor or above, must have six years cumulative service as a member
of the UTMB faculty, and must not have received a Presidential Faculty
Development Leave in the preceding six years.

Faculty
are invited to attend the Galveston Environmental Biomedical Consortium
scheduled on February 22-23, 2002 at the San Luis Resort and Conference
Center. The
meeting is open to the faculty of UTMB and TAMU at Galveston.
Its purpose is to seek an exchange of information and ideas
related to biomedical research, the marine environment, and human
health, in anticipation of future increased cooperation and
collaborative efforts by the two institutions in this field of
investigation. If

The
Robert Wood Johnson Foundation is now seeking applicants for its
Minority Medical Faculty Development Program for 2002.
The program offers four-year, postdoctoral research fellowships
to minority physicians who have demonstrated superior academic and
clinical skills and who are committed to careers in academic medicine.
Each of the Fellows selected (up to 12) will receive an annual
stipend of up to $65,000, complemented by a $26,350 annual grant toward
support of research activities. Each
Fellow will study and conduct research in association with a senior
faculty member located at an academic center noted for the training of
young faculty and pursuing lines of investigation that are of interest
to the Fellow. Fellows are expected to spend at least 70 percent of their
time engaged in research. The
program seeks to increase the number of minority faculty who achieve
senior rank in academic medicine and who will encourage and foster the
development of succeeding classes of minority physicians.

The
Molecular Biology Training Laboratory offers two courses in laboratory
techniques. These hands-on
courses are free to all UTMB staff and students.
Topics covered in the three-week DNA/RNA Course include bacterial
growth and transformation, isolation and characterization of plasmid
DNA, preparation and analysis of RNA, nucleic acid hybridization
(northern blotting), and reverse transcription and polymerase chain
reaction (RT-PCR.) Topics
covered in the one-week Protein Course include isolation of protein from
mammalian and bacterial sources, SDS-PAGE gel electrophoresis, western
blotting, protein purification by affinity chromatography, and detection
of proteins using antibodies. Class
sizes are limited to ensure that all participants receive individual
attention. There is one
space available in the Protein Course starting on March 4, 2002.
Future Protein Courses are scheduled for April 1, April 29, June
3, July 1 and July 29, 2002. The
DNA/RNA Course starting on March 11, 2002, is already full, but future
DNA/RNA Courses will start on April 8, May 6, June 10, July 8 and August
5, 2002. For more

The
National Institutes of Health announced an increase in the Executive
Level I Federal Executive Pay Scale, signed into law by President Bush.
The new salary limit as it is applied to grants, cooperative
agreements and contracts is summarized below:
I.
For competing proposals submitted after Jan 1, 2002, the salary
cap is $166,700.
II.
For competing FY2002 proposals submitted prior to Jan 1, 2002,
but not yet awarded, budget increases for salaries will be made by NIH
up to the salary cap if the actual institutional base salary information
(or an explanation that the base is greater than the current salary
limit ) was provided in the proposal.
Proposals with modular budgets will not be adjusted.
III.
For non-competing FY2002 continuation proposals the salary cap is also
$166,700 but no adjustments will be made by NIH.
Re-budgeting is allowed.
IV.
For current awards:
IF
current budget period start date is between 1-1-2001 and 9-30-2001,
(i.e., in federal FY2001) -- the salary cap remains $161,200.
The grant may not be charged for salaries in excess of this cap
during this budget period.
IF
current budget period start date is 10-1-2001 or later (i.e., federal
FY2002) --the salary cap is $161,200 through 12-31-2001.
The grant may not be charged for salaries in excess of this cap
until after 12-31-2001, when the cap increases to $166,700
Grantees
may use their internal re-budgeting authority to accommodate allowable
increases for salary expenses, but no additional funding will be
provided by NIH.
