3.   UTMB CLINIC REORGANIZATION

Effective January 1, 2002, responsibility for clinic operations (budget and non-physician staff) began to be transitioned and realigned from the School of Medicine, Faculty Group Practice to UTMB Hospitals, under the direction of Dr. Karen Sexton.  This is resulting in a change in the reporting relationship of all non-physician clinic personnel. This change in the administrative structure of the clinics has been undertaken to ensure that our campus-based clinics continue to be considered to be “provider-based” for reimbursement purposes by relevant federal agencies.

An organizational structure has been developed to support this realignment, with recruitment of several key leadership positions planned to begin shortly.  An announcement will be made soon regarding the name of the individual who will assume interim responsibilities as Chief Medical Director for Clinic Services and Assistant Dean for Faculty Practice. This individual, in addition to other responsibilities, will oversee the Medical Director Program and will report jointly to the COO of the Hospitals and the Dean of Medicine through the Senior Associate Dean for Faculty Practice, Dr. Marx. In the meantime, several individuals have agreed to serve in interim roles. This includes several members of the Hospital Executive Director team who will assume interim administrative responsibilities, which include:

Michael Hill - Pre-Certification and DAMP Offices

Christine Keating - Business Operations

David Marshall - Nursing and Clinical Care

Through the process of this restructuring, the management of the non-campus based (PCOC) clinics should remain bundled with the administrative management of the campus-based clinics. Those PCOC clinics that are not capable of qualifying for “provider-based” status should be operated as true joint ventures, in all respects, of the Hospitals and the Faculty Practice.  Physicians working in all clinics will, of course, continue to report through the existing School of Medicine administrative structure.

4.   COUNCIL OF DEANS FELLOWSHIP PROGRAM

The Council of Deans (COD) announces the initiation of the COD Fellowship Program. The primary goal of this program is the development of future leaders in academic medicine.  The program requires a part-time commitment during an academic year and encompasses three components: 1) Exposure to a "Dean Mentor."  This includes, at the least, two visits (week-long duration) to the Medical School of the Dean Mentor, 2) participation in a research project that addresses a question of national interest to medical schools, and 3) introduction of the Fellow to the strategic goals and activities of the COD, specifically the COD Administrative Board and the COD Leadership Committee during the spring meeting.  Applications, accompanied by a CV and statement of career goals, should be submitted by March 31, 2002 to: Julien F. Biebuyck, M.D., D.Phil., Division of Medical School Affairs, AAMC, 2450 N Street, N.W., Washington, DC, 20037-1127, email: jbiebuyck@aamc.org.

5.   PRESIDENTIAL FACULTY DEVELOPMENT LEAVES

Applications are now being accepted for the Presidential Faculty Development Leaves Program.  The purpose of this program is to further the academic careers of faculty members and enhance their abilities to contribute to the diverse missions of the university.  Faculty who are selected will receive support for their salary and benefits for a six month, on or off-campus faculty development leave.  Leaves can begin on July 1, 2002, and must be completed within the subsequent 18 months.  To be eligible, a faculty member must be full-time, tenure-track with rank of associate professor or above, must have six years cumulative service as a member of the UTMB faculty, and must not have received a Presidential Faculty Development Leave in the preceding six years.

Applications and more detailed program information are available at http://www.utmb.edu/president/faculty_leaves/index.htm.  Applications should be submitted to the Office of the President, campus mail route 0129 by March 1, 2002.

6.  NEW FORMS ARE AVAILABLE ON RESEARCH SERVICES WEB SITES

The new Forms for PHS398 applications (revised May, 2001) have been adapted for UTMB users and are available for downloading on the Research Services web sites:

http://research.utmb.edu/osp/rashome.htm

http://research.utmb.edu/ocr/

The revised forms must be used for submission on or after January 10, 2002 . Classes in using the new forms in Adobe Acrobat 5 format are available.  Check the Research Education web site for details:   http://research.utmb.edu/ore/

Please be reminded of the following when preparing your applications:

NIH Grant Application Cover Page:  Per page 9 of the instructions, NIH requires that the signature of the institutional official signing the application in item 15 match the person named in item 13.  “Per” or “For” signatures are not acceptable.  Therefore, you should leave Block 13 of the Cover Page blank.  The name of the institutional official signing the application will be completed by staff in the Office of Sponsored Programs or the Office of Clinical Research, as appropriate.

NIH FY2002 Salary Cap:  The FY2002 NIH salary cap remains at the current Executive Level 1 rate of $161,200.00 as approved within the DHHS appropriations bill and expected to be signed into law very soon by the President.

New UTMB Equipment Definition:  The UTMB equipment capitalization threshold increases to $5,000 effective September 1, 2002.  For sponsored project accounts, this increase will necessitate a change in the calculation of F&A (indirect) costs since items costing less than $5,000 will be considered consumables and thus subject to F&A calculations.  For research proposals submitted on or after January 1, 2002, researchers should use $5,000 as the equipment capitalization threshold on all research applications.
